Taiwan International Children��s Film Festival (TICFF) was founded by Public Television Service Foundation (PTS) in 2004. It is the first film and television festival in Asia dedicated to viewers aged 12 and under. TICFF is held biennially, with its 4th edition scheduled for April 1st to 5th, 2010 in Taipei. TICFF��s mission is to encourage quality children��s programming worldwide and to engage young local viewers with valuable access to the media. We welcome all types of creative, fun, and multicultural films as well as television programs.

A.ENTRY
1. All entries must be suitable for children 12 and under.
2. Productions must be copyrighted after August 2007.
3. One entry form is required for each film/program.
4. All submission elements must arrive before or on the deadline, October 31st, 2009. Only entries received by the date will be considered.
5. No entry fee is required.

2. Preview DVD
NTSC All-zone. One film/program per disc. Screeners whose original language is not English or Chinese Mandarin must be subtitled or dubbed in English.

3. 3 production stills
High quality, at least 300 dpi (.jpg or .tif). May be e-mailed or sent in a disc.

4. 1 director/producer��s photo
High quality, at least 300 dpi (.jpg or .tif). May be e-mailed or sent in a disc.

None of the above materials will be returned.

C.CATEGORIES & PRIZES

Nominees for categories listed below will be announced on December 25th, 2009.

  • Best Dramatic Feature or Short
  • Best Documentary
  • Best Animation
  • Best Television Program
  • Best Taiwanese Film
  • Best Taiwanese Television Program
  • Special Jury Prize
  • Best Joint Production by Taiwanese Kids & Adults
  • Audience Award

Cash prizes of USD4,000 (tax included) and a trophy will be awarded to each winner of categories 1 to 7. Winners of categories 8 and 9 will each receive a trophy.

Awards will be announced and presented at the Award Ceremony in April, 2010. In the event of a tie between two films or programs, the prize will be divided equally between the two winners.

D.JURIES
A committee of Taiwanese filmmakers, media professionals and educators will screen and select films/programs for participation and competition. They will be joined by one to two international juries during the festival to determine the awards. Prizes may not be awarded in all categories if juries feel that entries do not meet the requirements of the festival.

Films/programs will be judged based on the following criteria:

  • Multiple perspectives and creativity.
  • Script and story.
  • Artistic design.
  • Sound, music and cinematography.
  • Relevance to children (awareness, self-reference, and capacity).

E.REQUIREMENTS FOR NOMINATED FILMS/PROGRAMS

  • Accepted festival screening formats include 35mm, Digibeta, and BetaSP.
  • Screening copies whose dialogues are not in English or Chinese Mandarin must be subtitled in English.
  • Full credit list and dialogue lists in English and original language will be requested.
  • Screening copies must arrive at the Festival Office no later than February 22nd, 2010. Please do not send masters.
  • Participants must bear shipping costs to the Festival Office. TICFF will cover the expense of return shipments.
  • Screening copies will be returned within a month following the festival. Exceptions will be made under special requests.

Please note, nominated films/programs may be included in TICFF screening tours up to one year after the festival, as an outreach to disadvantaged ethnic and social groups who are without the means of traveling to Taipei for our 5-day festival. These screenings will be free to the public, with no revenues collected by TICFF nor by its organizer, Public Television Service.
