In Taiwan, elementary school students receive approximately 1,200 hours of schooling each year and watch nearly as much television, 1,000 hours worth. This demonstrates how much television influences and shapes children��s mindset and acquisition of knowledge. This is not unique to Taiwan, but a global phenomenon.

In 2004, PTS organized the first Taiwan��s International Children's Film Festival (TICFF) that particularly dedicates to viewers under 12 years old. The festival is held biennially and 2008 saw its third annual. Approximately 300 films from over 20 countries participate each year.

TICFF is made up of two parts: the competition and panorama screenings, featuring many creative, fun and multicultural films. In addition, to enhance child participation, parent-child interaction, moving image education, and media literacy, several peripheral activities such as book fair, showcase on the featured country, and exhibition of multimedia interactive installations are also taken place during the festival.

The festival organizer, Public Television Service Foundation (PTS) is the only public broadcaster in Taiwan. It is a nonprofit organization and mainly relies on governmental and public donations for its sustainability. <more about PTS>
